As far as the SDLC is conerned last test case Will be
written for "Maintenance Phase"
As far as the STLC is conerned last test case Will be
written for "Acceptance Testing"

Whether it is first or last, the testcases of the project, will be written in testcase-design phase of the project in any development model followed by the team. These will be updated in subsequent phases if it SDLC, subsequent iteration if spiral model, or versions in V model.
User-Acceptance Testing phase usually gets the critical testcases need to be executed in phased model. Since it is customer/user specific phase.

As per V testing modal, we are planning about Acceptance
testing at a time of Requirement phase , we are planning
about System testing at a time of Architecture design ,
phase ,we are planning about Integration testing at a time
of Detailed design. As per this methodology , last test
cases for project will be wriiten in Detailed design phase.

TestDesign phase.I think so.Because,after testdesign
completion their is no chance of writing testcase,only
reports will be prepared after testdesign.Like after
testdesign,next step is testexecution,next step is
testreporting,next step is testclouser,next step is UAT,next
step is SIGNOFF,next step is RELEASE.
