Test plan tells what we have to do, how we have to, when we
have to do some task.
But Test strategy is a high level test approach. It says
how we have to do a task.
So I think Test Plan includes test strategy and comes first.

Generally for large projects, we maintain different documents for test policy, test strategy, master test plan and detailed test plan. We testers first prepare test policy, then prepare test strategy and then master test plan etc.
But for small projects, we only prepare one single document for test plan under which we mention test policy, test strategy and all.

The answer will be test plan.
Because preparing test plan includes
1.Choosing typical factors affecting teat effort
2.estmating(expert based & metric based)
3.choosing test strategy
Hence test strategy comes under test plan and will be
performed at the later stage.
