for rectangular column:let us the size of beam is 230x450mm
clear cover for beam =25mm
length of the stirrup on width side=230-2xcovers
length of the stirrup on depth side=450-2xcovers
hook length=10d(d=dia of bar)
so total length=(2(230-2x25))+(2(450-2x25))+2x10xd
for circular:let us dia of column is 300mm
cover=25mm
dia of stirrup=300-2x25=250mm
length of stirrup=3.14(pi)x250+2x10d

suppose the size of the coloumn is 300*400. end and side
cover is 40.
therefore a=300-40=260
b=400-40=360


therefore L=a+b+9(dia of the bar)
=260+360+9(12)=728mm
