No. The pd between the ends may cause current circulating in
the armour resulting in heating.

If you measure voltage in armour when not earthed ,you
notice the same voltage of the conductor.As there is drop in
voltage in the conductor resulting in pd between the ends,if
the armour is earthed at both the ends the earth closes the
circuit and there will be a small circulating current
through armour also .
