bulkage in what??
If in sand then it is the percent of volume increase of sand
due to moisture in sand.. It is the property of sand to bulk
first and debulk after continuously addition of water...

If it is the Bulking of sand: Sand when dampens bulks or
occupies more space than when it was dry. Increase 20% more
Sand and reduce 20% water otherwise it will influence the
water-cement ratio.
