No, Transformer is not a active device,
DIODE & Transistor & SCR are active device.
REsistance, capacitor, Inductor are passive devices.

In a transformer the input power and output power are the
same....! i.e, V1xI1 = V2xI2,thus you get V1/V2 =I2/I1....
this is transformer ration...! By the way an Active element
is the one that produces a Voltage or Current.... i.e a
potential source or current source ,battery etc..!
Transformer doesn't produce any power voltage or current...!
hence its not an active component in a circuit...!

Transformer is a passive device because, its have its own
number of windings i.e, which are constant. So, generated
power is constant which cannot vary.
Diode, Transistor---- Active components.
Resistor, Capacitor---Passive components.

Transformer is a passive device..Active device is that which
has the ability to electrically control(control AC using DC)
flow of electrons.
But transformer has not such type of ability.
Example:-Active-Transistor,SCR,TRIACs etc.
Passive-Resistors,capacitors,inductors,transformers,Diodes etc.

transformer is an active device because it is not gain and directionality .this device not provide variable power of its output it provide constant power because it's primary and secondary winding is fixed.
