1) MY dear friend , if you are qualified electrical , you must know that the losses are NOT due to transmission the losses are due to conductor resistance,If you can make the conductor resistance 0, there will be no loss during transmission

2) ATTACHED TO MY FIRST ANSWER , you can not establish such type of any device , Except that you can store HE energy transmitted by the each street light , and that is not so economical .
