Cisco router runs the image from flash to memory not from
Hard Disk. So shutdown command is not required, just pull
the power cable.

telnet are ssh etc

power button.

Hi,
The command to restart the router using command line interface is " reload" without quotes. However there is also a command as "restart" and there is a subtle differences between both. Reload basically does the cold reboot and yes one need to check the logs to conclude if previous shutdown was intentionally or due to power outage.

i don't know cisco router configuration
but may be able to LED Position off(0) command
if LED position off (0) router fan may stop and then
router shutdown mode
