Prokaryotes has operon system that is polycistronic gene.
eukaryotes has chromatin remodelling.
prokaryotes also has cotranscriptional translation that is transcriptional regulation.

Eukaryotes have different level to regulate there gene at DNA by chromtin remodling, at mRNA by splicing(post transcriptional modification), at protein level by proteasomal degradation..

apart from Eularoytes , Prokaryotes uses operon for there regulation of gene here it is done activator or represser, for switch on or off gene function respectively.
