Eukaryotes have different level to regulate there gene at DNA by chromtin remodling, at mRNA by splicing(post transcriptional modification), at protein level by proteasomal degradation..

apart from Eularoytes , Prokaryotes uses operon for there regulation of gene here it is done activator or represser, for switch on or off gene function respectively.
