SIT stands for System Integration testing.
Ans yes v can proceed the bug having Open status in SIT to
UAT only if it is crucial for the Release.
By mentioning the info about Open bug into Release documnet
like Test Report. V can proceed the bug having Open status
in SIT to UAT

No, If bug is in open status in SIT means we wont proceed
with UAT. After getting certified from SIT environment only
we follow the UAT. with bugs they wont certified the release.

Moving the code to UAT is not at all recommended. It is not a good practice.
If the bug is in open status how can you proceed to UAT.
In this case, Either you need to make the bug's status as 'Deferred' and proceed to UAT which indicates that the code fix will happen in next release and it is know to the project managment
Or you need to mail the respective team members stating the conditional signoff provided from QA by highlighting known issues in code movement/ code fix is not possible due to technical difficulties or lack of sufficient data.
