objective ,refference of objects, coverege of testing in
this feature to be tested and feature not to be tested also

Test plan is prepared by test lead ,when the requirements
specified by the clients and reviewed by project
manager.Test plan is used to control and maintain
consistency among overall testing process.It contain test
objectives,scope,approach and many more used in entire
testing process.
Test cases can be prepared by test lead or test engineer to
verify that developed product conforms to the
requirements,design,code and customer needs.

prepared as soon as we get the requirements from the
customer and prepared while the developres are developing
