The answer is B. i-e 1-99. whether you use named access
list or number access list u have to use the number. yes,
if you are asking about standard and extended access list
then my answer would be different then.

But if you use only the B. is the option that you can use
as number or named access list. the rest are not among the
access list ranges because ranges of access lists are
following.
1 to 99 Standard IP
100 to 199 Extended IP
1300 to 1999 Standard IP
2000 to 2699 Extended IP
