Deffered Status in Bug life cycle

The bug expected to be fixed in next release.
some example:
1) Priority of that bug may low.
2) Lack of time for the release.
3) The bug may not be the major effect in the s/w.
etc.,
Postponed Status in Bug life cycle
-----------------------------------
After confirmation that the data is unavailable or
certain functionality is unavailable, the solution and
retest of the bug is postponed for indefinite time and it
is marked as "POSTPONED".

How a test engineer will convince a test lead when he didn't approve the bug as a report ???
I like to learn testing. What else i need to learn before starting testing course. I am thinking C C++ SQL ORACLE.This courses are sufficient before learning Manual or Automated Testing. Please Suggest me. Thanks
