Because motor convert the electrical energy in to mechanical

as per their output not input. in motor the output is
mechanical energy and it is convenient to express it in
mechanical expression for power i.e. HP.

Motor rating is in hp because
it does not take into account
power factor so it acts same as
active power without any multiples
of phases.

kw=VIcos a for ac
and VI for dc.
