since thermal conductivity depends on the inter atomic atoms
,in solid atoms are very close to each other hence
transmission of energy is quite fast hence ans may be solid
ice.....

Well i m not sure but the answer might be Water... Since the Conductivity is determined by the Inter-atomic bond and i think Water has the strongest bonding among the three states... So Ans: Water
