I have completed my Masters here in my home country and I want to do Masters again?If the cosular asks me why I am opting for Masters when I can apply for my Phd?in that case what should be my answer?

well i am a physiotherapist having 4 years of experience, and question is. i have 7 backlogs and 2 years of pause to complete my degree. and i dont even have tests score like toefl and gre.and i also have an i 20 form a univesity which dont requier toefl and gre. what are the chances of success on visa?
HELP my visa interview was on 21st dec...n i got denied reason being that my siblings are there. They are legal permanent residents who have settled there...the visa officer deined me the visa saying that i wont come back as my siblings also went on F-1 visa. I have got my visa rejected for fake documents. In a sense, the money was removed from the account by the consultancy people whom I approached for visa on the interview day. Is there any possibility of getting visa now ? How should I defend myself if visa officer says mine r fake documents again ?
