Dear,
Actually there is no formula. It depends on Manufacturer,
GenSet load etc.

But usually people use 0.20 or 0.21 Litre/KW-Hr.

In fact fuel consumption varies with actual load but as a Rule of Thumb, based on actual figures it is safe to take 0.2l/hr-kw as fuel consumption of diesel generator
