if we talk about the generator then we have to classify the
active power as well as reactive power i.e. V*I because the
reactive power is also used in generator for the excitation
purpose( for flux production). hence its rated as MVA in
other hand, for power transmission only active power is used
i.e. VICos theeta. hence its rated as Mw.
