still under progress not fully completed & we need some more
time.

Depending on application situation, that bug crash the
application, we stop the delivery. If that application is
not breaking for taht bug we arraise the ticket.

In that situation, first we need to ensure that the araised
bug is not breaking the main functionality of the product/
software. We can release the product if the product will
run smoothly with the existing bug, means the system will
not halt with the existing bug.

Here mentioned high severity only but, you did not mentioned
priority, for suppose if we have a bug with high severity
with low priority it means that there is no impacted on the
business flow, so that we can deliver the build smoothly,
and we need to communicate with client, based on the client
approval we can postpone or deliver the build.
