Ratings are provided for normal cooling and forced cooling.
Usually for the same transformer, you will get a higher
rating with forced cooling than with the normal cooling.

Rating of transformer is only to define the capacity of any
transformer and the rating can be up to any VA or KVA or MVA.
Cooling of Transformer is not related with KVor VA. It is
only for the best efficiency of transformer. Cooling fan and
other cooling arranement to keep winding cool and To load
the transformer up to its maximun capacity.
