i think it prevents votex formation, increase recovery
factor of pressure after vena contracta since there
pressure is minimum & velocity maximum. This helps the flow
to be recovered better than if it was sharp edge.

no 2 answer is correct but rather than recovery of pressure
it provides smooth recovery of fluid flow thus preventing
the turbulence in the flow and making it laminar.

The orifice is beveled on the downstream edge, in accordance
to AGA report #3. The purpose of the bevel is to reduce the
width of the throat to the "e" dimension.
