Requirements Phase is the best fit phase for estimation.
Once the System Requirements are baselined, the team
(SE/Dev and ST )will have a clear idea on the impacts.
Hence I suggest the requirement phase fits for estimation.

I would say, WBS - Work break down stucture would be the
best fit for any kind of Estimation..
Presumption : Team knows what they have to do and the
company has a structured approach.
FPA also works just fine ..
