atleast the info pulled /carried forward since previous
project

See there are requirement captured document or SRS or any
thing that can help you to understand the application.
Papers are only to understand the application better. Based
on these document we can plan the test.
But If you don't find any such document try to understand
the functionality of application. Either by GUI(If its
developing or developed) or with the help of developers. (
for that you will need little patience as those guys are
busy with their own business).
For small application you can do but if application is big
and complicated you definitely need documents.

we write test plan without any document but for this we
have to ask for the developer,arrange meeting with the
developer ask for some hint of the application etc exactly
what they planing to do like this we can write test plan

QA need proper planning.Hence with out proper SRS, Accurate
Test plan can never be determined. As QA is done based on
the proper documents.Improper documents leads to test plan
failure.So ask for proper documents before test planing.
Some time experience also fails.

Like SRS, the testing phase too contains TRS ( developed
based on SRS)
Test Requirements specifications,containing what must/not be
tested ie., test items.
Without SRS nothing can be developed,Similarly without TRS
nothing can be tested or test planned.For test plan
activity, we need to get TRS,which is sometimes called as
Testcase specifications document.
Test planning is nothing to do with SRS.We definitely
require TRS for test planning.
