lakh rupees return.can i show up my brother and uncle's

Hi i was rejected for F-1 visa at Chennai consulate on 9th of July 2008, i hope, i was rejected in the case of my backlogs, they are 13, and now am planning to take the visa interview again, so what would be my answer if they ask me " why u have been rejected for the first time "? and " Why these many backlogs" ? Dear Sir, For financial assistance can i take sponsorship from US green card holder(Relatives). It's take any nagitive impact for getting F-1 Visa. actually i applied for work study programme. for that university does not ask GRE and Tofel score. Only they ask english profession certificate from graduation. After completion of all aspects i got i-20,In Visa interview any change is there asking about my GRE and Tofel score and how can explain.
