Steam, unless it is super-heated, is less because CO2 can
achieve much hotter temperatures at a gas state. Steam
just reaches 212 degrees.

because the compression ratio is more that is nearly 60:1
andl also combustion takes place which also sufficiently
increases the temperature

Of course we can expand the combustion products of gas
turbine to the extent as in steam turbine. But that would be
economical to let the exhaust gases at higher temperatures
to have Optimum out put from the cycle ( i.e, GT & HRSG).
That means the Output from the cycle by expanding the gases
to the extent as in steam turbines would be relatively lower
that that of the Output of cycle (GT & STG) by recovering
the heat from high temperature exhaust gases from GT.

in gas turbine the state of the working fluid is always same that is 'gas' and total energy supplied is used to rise the temp where as in steam turbine in boiler water absorbs heat to transform in to steam that is latent heat and this is a constant temp process so for same fuel supply gas turbine will have higher temp
