tables it could not be use for joins and retrive the data
as a form of reports in cognos

Depends, how you design your model in FMW, incase, thru
RDBMS, then there is no question of Dimension.
Incase, thru dimensional modeling, then its shud join to
Fact Table with 1:n realationship.
