The size of the bucket is N kb. The bucket fills
at the rate of 0.1 kb per millisecond. A programmer
sends a program to receiver. There it waits for 10
milliseconds. And response will be back to programmer
in 20 milliseconds. How much time the program takes to
get a response back to the programmer, after it is
sent?

The answer is pretty simple, it's 30 milliseconds. Here's
the workout:
1. The program is sent to the reciver: time 0 milliseconds
2. The program waits for 10 ms : time 10 ms
3. The response is after 20 ms : time 10 + 20 ms
Hence the programmer receives its program back in 30 ms,
taking the transmission time delay due to route as null or zero!
ps: if the response time is taken as inclusive entity from
the time it is sent then the answer would be 20 ms!!
