when the pressure of any region falls below the vapour pressure.
what is vapour pressure
the very first thing is once pressure is decreasing boiling point of fluid decreasing
then vapour pressure is the pressure at which fluid gets evaporated resulting vapour bubbles is formed. overall this is undesired phenomenon it may leads to collapse the pipe

Answer / ashish
when a fluid is flowing in a pipe at a point pressure of fluid equal to or fall below to the vapour pressure than boiling start and vapour bubbles formed in the pipe.when bubbles moves in high pressure bubbles collapse and high pressure force genrated and pitting action take place on metallic surface.due to this pitting force cavities are formed on the surface and this phenomina called cavitation.
