When upgrading from 3.1 to 4.0. Which services need to run

CMS
Input File Repository Server
Output File Repository Server

3.1 and 4.0 are different platform hence you cannot directly upgrade a 3.1 system to 4.0/4.1 system.
We have to start a full build 4.1 installation on the server machine, then we can migrate the objects from 3.1 systems to 4.0 systems using upgrade management tool.
