Purpose is same. For 8" and above lines instead of spec blind, spacer or slip plates are used. For 8"and less line sizes, spec blinds are provided. If you need to de-blind the line just reverse the spectacle blind. But in higher line sizes, a separate spacer to be provided of same rating for de-blinding the line.
