capacitor of the fan motor weaken after some time so it does not split phase with full capacity and produce low torque. if you change motor capacitor it will run fast.

u can connect 1 more capacitor along with previous one in parallel
ur fan will run much more starter than previous speed but rating of capacitor should be low as 1/3 value as already connected
