My Name in in CIBIL list due to non-payment of credit card
debt. Can I apply for PR VISA ? Will there be any issue on
it due to CIBIL

No, CIBIL data is available only to those financial institutions who share their data with CIBIL(Reciprocal basis). Visa authorities(Embassies, Consulates and High Comissions) do not fall under either category. (Neither a financial institution nor do they share their database with CIBIL).
