i got 73% in class 10th then created a blunder in iith and 12th failing in class 12th. Then i reappeared and got 62%. Then i took adm in btech electrical engg. Now there i got 9 reappears in first 3 years but manged to complete degree in 4 years with 69% aggregate. Can i get a visa and adm in a decent univ ?

I could not able to produce empl ID card..howerver I showed visa officer a letter from manager.
