Icmp stand for internet control message protocl ,the icmp
packet means that the connectivity between device a is
correct, for e.g. when we ping 10.1.1.1 and its genetated a
icmp packet as a reply.

ICMP message are sent in several situation's
FOR EX:- When datagram cannot reach it's destination
The purpose of these control message is to provide feedback adout the problem in the communication environment and not to make IP reliable.
There are still no gurantees that a datagram will be delivered or a control Message will be returned
