consider 1 bicycle and 9 4-wheelers we have 38 total tyres.

No.of 4 wheeled vehicles=(16-(No.of Bicycle))/2
From that we conclude that the No.of Bicycle must be
-Even Number
-Not greater than 16

each bicycle contain 2 wheels then sum is simple 38/2=19
ans=19
