If other 2 phases are OK ,it may be due to open circuit in
that phase.If other 2 phases show 50% ,it may be due to one
phase missing in the primary of substation power transformer

neutral , so its exit the setting bkr trip .if there no
load you got 230v only in phase to open phase

check your high tension line d.o.if three d.o. is ok then
substation problem not coming one phase means single phasing
problem call it
