If end devices / Phone are IP phones then phone itself had DSP chips which converts analog voice to digital. Phone converts by default into G.711 codec. However to change codec over voice packet flow in network or between network Gateways are used as transcoder.
However if end devices / phones are analog then gateway does both work of converting analog voice to digital as well as work of transcoder.
