development view we'ill create and modify many types of
definitions
upgrade view we'll see only those definitions thats are
avilabile for upgrade

all the objects that are in the development view has some
changes. changes objects need to migrate to another
instance we will keep all those objects in upgrade tab and
migrate the new changes

The Development view will always contain the Pointers to
the concerned objects whereas Upgrade view will contain the
actual objects to be migrated to othr environment.
