The Bus that starts at 8 in the morning will meet the car at B at 12, when it (car) is starting its journey. The car will be travelling till 5 in the evening, so it will meet all the buses till that time. That makes the total number to be 18, but since it meets the 8 A.M. bus and the 5 P.M. Bus at stand still and not "During the journey" so the correct answer would be 16.

car requires 5 hrs to reach A. ie from 12pm to 5pm. during
these hrs buses that starts from 8.30 will be in the way to
B because bus requires 4hrs to reach B. the last bus that
car encounter is the one which starts at 12.30pm.

hence no of buses are 9 :)
