I could not understand the question clearly... but.. in generating n transmitting the terminals are in delta... as we need only 3 phases..... but at the other end.. i.e on the distribution end.. the connections are in star/wye... thtas ca.. in addition to the 3 phases we need a neutral... we ve neutral conection only in star and not in delta

Example 15mva,220/132kv
Star 220kv here phase voltage =line volatge/1.732=127kv
delta 11kv here phase voltage =line volatge.
Because star side we have neutral ,a.insulation cost less and 127kv insulation is sufficient but in this delta we require 132kv insulation.

bcz in delta side voltage is more compare to star side. so
insulation cost is very-very high in delta side compared to
star side.therefor, we keep always star connection in HT
side
