Its not that whose level is higher.
QC: Quality Control measures the quality of a product.
QA: Quality Assuarance measures the processes used to make
a quality product.
QA is mainly Process oriented and QC is Product oriented.
QC is something you can say " Am I building a right
product? "
QA is something you can say " Am I building the product in
right way ? "
Tester who test the product. Allmost simillar to QC.
So each has their own responsibilities.
