test desing means not test plan .
test desing phase in stlc is the phase where we write test
cases so obviously test engineer jobs is to do that
and if u are asking about test plan
there is no rule that test eng should not involve in test
plan
in smaller companies there will be at moset 2 to 3 tester
who are responsible for all testing so all the tem will be
involved in test plan test strategy test desgin test
execution and all of them
but in bigger companies there will be a test lead and it is
up to him if he want the test eng to invole in it he can
ask him to join the meeting and etc

but TL/PM disiging the test case designing.
test engineer fallow that formet.

Hi...test design is nothing but writting the test case
after analysis of the requirements. obviously test engineer
will perform this task.

No Test ennineer only follow the test design by the TL/PM.

in engineer TL/PM also involve that but all are working
actually.
