What is the difference between "Earthing" and "Neutral"?

There is almost no difference. Neutral & earth works same.
Only switchgear connected acts differently. ELCB works on
leakage of phase to any part of equipment resulting into
grounding, whereas MCB and other protective relays
activates on overload or short circuit on phase neutral
circuit.

My question is this: Why do they allow for different filtering arrangements on these wave traps?
