I hope the question is little different than what you say.
Yes. A proper config mgmt. system would ensure the
coordinated access to test items/tools/docs. Also
maintainability of the testing process can be improved.
Gererally organizations use MS-VSS, ClearCase, RationalRose
etc. tools
