Autoclave works on Gay Lusaac's Law. If you solve the equation it says Pressure is directly proportional to temperature unlike Boyle's law where its inversely proportional. So as we increase the saturated steam pressure inside the chamber to get 121 degrees Celsius which ultimately increases the temperature of liquid to be sterilized inside the chamber without converting it into steam. (Please refer water phase diagram for better clarity) so due to water phase activity liquid media can attain 121.1 degrees without turning into steam since boiling point of water is 100 degrees. So, as per phase diagram of water if you take the temperature of autoclave chamber to 121.1 degrees by maintaining the chamber pressure at 1.1 bar or 15 PSI, it will serve the purpose of sterilization (Without making the liquid turn into steam).
