why battery dc voltage become Half when we check with
respect to ground for example 120volts + and - terminals
and when we check + terminal with Earth thats 60volts why
60volts we can not ground the battery.

the resistance between the supply and ground is very high(1-5gohm). so Ideally it should not show any voltage but Internal Input resistance of multimeter approx 10 Mohm for Voltage measurement which is almost a short circuit in comparison to earth .so when you check voltage with respect to earth
V + to E = 24 * 10/10+10 = 12 V.
