why battery dc voltage become Half when we check with
respect to ground for example 120volts + and - terminals
and when we check + terminal with Earth thats 60volts why
60volts we can not ground the battery.

Because your Ground is not connected with V-(V- which is taken as reference point). when you check Voltage respect to ground that time you should also check the resistance between V+ to E & V -E which is equal(the Value which is higher than 10 mega ohm ).
Simple apply voltage Divider & you will get half Voltage

We have received supplies of the ordered material. payments against the supplies also released. Where ST paid 4% against form C.
