I am opertaing generators which are beyond 14000hrs and now the fuel consumption is about 2kw per liter of diesel. The engines are due for overhauling. is this normal

If you want diesel consumption constant then your rpm will reduce result of it your generator will be overloaded so conclusions of that is change regulator section of greater efficiency and rating otherwise if you modify your engineers regulator then change Senegal diode of higher PIV and current rating and also change voltage Divider circuit
