or what is the reason to burst the underground cables?

cable will puncher for many reason, i.e. m/c digging , jcb excavation for unknown area, surrounding the cable not protect properly so that outer load impact come to side
When two core (two Phase) are come into contact,the cable burst.
so that under ground cable go into depth 2.5 mt approx.otherwise laying in Hume pipe. Awareness of cable rout must known to all agency before working.
